Division Manager – Buildings
Job Description
Vortex Strategy & Recruitment is actively seeking a Division Manager – Buildings for its client, a municipality based in Montérégie.
Reporting to the Director of Public Works, the role is to plan, organize, direct, and control all maintenance and asset preservation activities related to the City’s real estate portfolio. The successful candidate determines the direction, objectives, and priorities of their team in alignment with the City’s overall orientations. They implement the asset management plan under their responsibility and work closely with the project manager assigned to buildings. The primary mandates of their team are related to plumbing, electricity, ventilation, building mechanics, janitorial services, roofing, etc.
Your Role and Responsibilities
Administrative, Process and Operations Management (55%)
Direct, control, and review operational processes under their responsibility while ensuring ongoing quality management;
Authorize expenditures within the budget allocated to their unit’s activities;
Analyze various files related to their unit, issue recommendations based on their expertise, and implement the selected subsequent actions;
Establish various necessary operational processes and procedures;
Assume, in particular, the following responsibilities:
Plan contracts, draft specifications or approve specifications prepared by their team, and ensure the proper execution of contract award stages in accordance with the City’s procedures and regulations;
Carry out certain follow-ups regarding agreements with service providers;
Ensure team optimization, overall operations planning, and the quality of services delivered;
Set team priorities and, when required, support members in daily operations;
Identify potential improvements related to asset management and make proposals;
Develop preventive maintenance manuals or policies, design and implement formal programs to maintain up-to-date knowledge of building conditions (including time-based considerations) and coordinate related work;
Ensure the implementation of an operations manual for various buildings and maintain its updates;
Propose and implement solutions to reduce maintenance and operating costs of assets;
Financial Management, Leadership and Strategic Planning (15%)
Establish the orientations, objectives, and action plans of their unit in collaboration with their manager, in line with the City’s overall directions;
Prepare the annual budget planning for their team and validate it with the Director, including all tasks related to budget monitoring and control, as well as long-term preventive asset maintenance planning;
Implement and maintain an asset management plan and collaborate closely with the Engineering Department for work planning;
Participate in the City’s development;
Attend meetings with partners, contractors, suppliers, colleagues, or other organizations;
Maintain positive relationships with partners, contractors, suppliers, colleagues, and other organizations;
Maintain ethical communication regarding the City;
Act as a representative of the City during certain activities;
Human Resources Management and Development (15%)
Supervise employees under their responsibility;
Hiring, training, performance evaluation, recognition, and employee engagement;
Maintain a positive work environment;
Establish objectives and priorities and distribute tasks within the team;
Ensure the health and safety of employees under their responsibility;
Plan staffing needs;
Apply the conditions of the collective agreement and current agreements;
Client Management – Client Orientation and Satisfaction (15%)
Identify the needs of internal and external clients within the municipal context;
Maintain positive relationships with internal and external clients and partners;
Assess the satisfaction of internal and external clients or partner organizations;
Respond promptly and satisfactorily to complaints.
Requirements
College diploma in electromechanics, architecture, or other related technical fields;
Between 5 to 8 years of relevant experience in a similar position;
Experience in managing unionized personnel, an asset;
Proficiency in spoken and written French;
Knowledge of all aspects related to building maintenance;
Valid Class 5 driver’s license;
Health and Safety on Construction Sites certification (ASP);
Proficiency with technological tools.
